Mamre’s Board is responsible for guiding our organisation as we work towards building a better future for people with disability across Brisbane. Meet the team and find out more about how they use their expertise to make a difference.

Jay Emmerton

President | Chair Remuneration Sub-Committee 

Jay joined the Mamre Governance Board in 2021 and was elected Board President in December 2022. Jay has cultivated a progressive career of achievements establishing himself as an effective organisational leader overseeing high-performance teams and the creation of portfolio effectiveness.  

As a property and development expert with over 27 years’ experience, he enjoys providing strategic and operational guidance to both corporations and not-for-profit organisations seeking to improve performance. 

He currently works at The Salvation Army as the National Strategic Property Manager.

David Stevenson

Vice-President

David joined the Mamre community in 2008 and has been on the Board since 2017, serving as President from 2020 to 2022. A mechanical engineer by profession, David has worked in a variety of roles, from engineering to management. David is also an avid volunteer with various organisations including P&C associations, Scouts and more. 

Having two children with disabilities, David understands the importance of quality family support and believes in creating safe environments where people can openly share their thoughts and understandings.  

When he’s looking to relax, David loves camping, caravanning, riding his bikes and tending to his gardens and occasionally a good coffee or beer.

James Barbeler

Treasurer | Chair Finance & Risk Sub-Committee

James joined the Board in 2018. As a Chartered Accountant with over 35 years’ experience, he has worked across various public and private organisations including Agribusiness, Mining Services, Aviation, and Early learning. 

He has a strong record of achievement, including extensive engagement and reporting experience at a board level. In 2003, while CEO of a local Agribusiness organisation, James’ team was awarded the Premier of Queensland’s Regional Exporter of the Year.  

James is currently the Head of Finance of Goodstart Early Learning, a $1.2bn turnover not-for-profit social enterprise.

Regina Deerain

Board Member |  Finance & Risk Sub-Committee

After volunteering in 2016, Regina joined the Board in 2020. She’s experienced in finance, program, and project management with a background in the mining, not-for-profit and public sectors. 

Regina’s passionate about the opportunities available to people with a disability and their families, having had a family member of her own receive support from Mamre for over 20 years now. She’s particularly interested in working with value-based organisations like Mamre that embrace and understand commercial objectives. 

Regina is a firm believer in a healthy work-life balance and enjoys unwinding at Pilates and going for beach runs with her dog, Carlos.

Victoria McCarthy

Board Member |  Finance & Risk Sub-Committee

Joining the Mamre Board in 2022, Victoria is a transformational leader with expertise in people engagement, development and leadership, stakeholder engagement, strategic thinking, and change management.

Victoria believes in life-long learning and development and was honoured to receive the Collaboration Excellence Award for the UQ MBA class of 2020. She is the current QLD State Manager of Workers Compensation Insurance at Coles Group.

Victoria's strengths lie in working collaboratively, tailoring customer experience, strong relationship management and organisational problem-solving. She is passionate about people, organisational development, and transformation.

Tania Hobson

Board Member |  Finance & Risk Sub-Committee and Remuneration Sub-Committee

Tania joined the Mamre Board in 2022 with an MBA and is a graduate of the Australian Institute of Company Directors. She is currently completing a research PhD investigating consumer engagement and has presented peer reviewed journal articles nationally and internationally. 

An experienced and successful senior executive, Tania is passionate about amplifying the voices of consumers and their families. This includes governance of strategic initiatives relating to children and young people with disability, interfacing with the NDIA, and leading the establishment of the indigenous cadetship program.

Currently working as the Executive Director of Allied Health services at the CHQ, she is a member of the CHQ Safety and Quality and Research Board sub-committees and has contributed to the development of the CHQ Health Equity Strategy and Diversity and Inclusion strategies.

Jessica Oey

Board Member |  Remuneration Sub-Committee

Having joined the Mamre Board in 2022, Jessica brings with her a passionate, purpose-driven professional approach with proven experience in managing major client relationships, strategic partnerships and building successful marketing teams.

With a Bachelor of Mass Communication from QUT and a Masters of Business Administration from UQ, Jessica is currently the Vice President of Partnerships and Customer Success at For The Record.

Jessica has exceptional interpersonal and communications skills and is continually identifying areas for improvements and creating value adding opportunities. She is passionate about increasing a company’s client base and maximising opportunities through strategic relationship building.

Tim Dwyer

Finance & Risk Sub-Committee

Joining the Mamre Board in 2022, Tim is drawn to solving complex problems in highly regulated environments. Having worked on the NDIS for six months, Tim has unique first-hand exposure to the challenges facing scheme participants, providers and the federal agency operating the scheme.

Tim holds degrees in business and public health nutrition, a Graduate Diploma in Chartered Accounting, a Certificate in Not-for-Profit Governance, and is a member of the QLD Young Chartered Accountants Panel. 

In his current role as Product Manager at Microba Life Science, Tim is responsible for end-to-end product development and management of healthcare products for consumers and healthcare professionals.

Michael Dahl

Board Secretary

Michael comes from a Chartered Accounting background (KPMG & BDO), with a degree in Commerce, and has most recently held senior financial and governance positions within several leading organisations. He is a member of the Australian Institute of Company Directors (GAICD) and completed his MBA at the University of Queensland in 2020. 

Michael is a strongly focused and results-driven professional with an extensive history of success in the wholesale distribution, construction, mining services, and financial services industries. He has previously served as a non-executive director in the not-for-profit sector and currently works with a number of organisations in a company secretarial capacity.
